The problem is, since there are three or four landlords, and the building management, and the council involved... the discussion may take quite some time. Also, most likely any plumbers would refuse to do the work until the weather is better and the pipes aren't frozen.
It is a bit wretched, but only a bit as yet. Ho-hum.
